Program Specialist, NMTC

Job Summary: The Program Specialist leverages expertise in accounting to collect data, analyze, and report on community development projects funded by Cinnaire’s New Markets Tax Credits Program.

Essential Duties and Responsibilities:

  1. Collects, saves and tracks quarterly financial statements, compliance certificates, audits, tax returns, and impact information from Cinnaire’s portfolio of New Markets Tax Credit projects.
  2. Performs an annual risk rating analysis for each community development project, including scheduling and participating in annual update meetings with project representatives.
  3. Initiates detail-oriented semi-annual compliance testing for each community development project, using various financial and tax figures, clearly communicating findings to corporate investors.
  4. Performs reporting of community development project impact and program reporting to the U.S. Treasury.
  5. Assists in coordinating project pipeline information, including request of information from projects and the completion of analysis used to facilitate project selection.
  6. Assists in program compliance reviews and the organization of tasks required throughout the process of closing real estate loans.
  7. Collaborates with third party accounting firm and internal finance team to communicate expectations and oversee the review, delivery, and filing of Cinnaire sub-CDE tax returns including tax payments and estimates.

Qualifications and Skills:

  • Bachelor’s degree in accounting or finance required.
  • Two years of continuous professional work experience preferred.
  • Strong Microsoft Office Suite skills (Excel, Word, Teams, SharePoint) required.
  • Strong organizational skills and attention to detail
  • Strong communication skills: must have the ability to communicate clearly with both large financial institutions and small businesses.
  • Ability to manage time effectively and independently
  • Ability to understand and analyze financial statements from entities across different industries

Reporting Relationship: Reports to Senior Vice President, Public Funding

Supervisory Relationship: None

Physical Requirements:

  • Ability to work on a computer for extended periods of time.

Travel Required: 15%
