Development named in honor of Mark McDaniel recognized for its approach to permanent recovery supportive housing
McDaniel Apartments, a 26-unit affordable housing community in Jackson serving individuals and families affected by opioid and substance use disorders, has been named a 2026 recipient of the Affordable Housing Tax Credit Coalition’s (AHTCC) Recognition of Housing Tax Credit Excellence in the Special Populations category.
The development is named in honor of Cinnaire President and CEO Mark McDaniel, recognizing his work championing recovery supportive housing as a path to stability for people affected by addiction.

Tim Walberg (R-MI-5). “As part of Andy’s Place, this development gives families overcoming opioid addiction safe, affordable housing along with the recovery services and support they need. Lack of stable housing is one of the biggest obstacles to recovery, and McDaniel Apartments is helping families build lasting stability together.”
McDaniel joined Donsia Strong Hill and Chris Neary in Washington, D.C., to celebrate the national recognition alongside members of Congress and affordable housing leaders from across the country. Cinnaire is grateful to Rep. Walberg for recognizing the impact of Andy’s Place and McDaniel Apartments and to Sen. Elissa Slotkin (D-MI) for congratulating McDaniel and the development partners on the national honor.
Now in its 32nd year, the Recognition of Housing Tax Credit Excellence honors developments and organizations that use the Low-Income Housing Tax Credit (LIHTC) to strengthen communities and expand opportunity for residents. The award is presented in honor of Charles L. Edson, a longtime affordable housing advocate who helped establish the LIHTC program.
“McDaniel Apartments represents what is possible when we bring housing, recovery services and committed partners together around families,” McDaniel said. “A stable home can be a powerful part of recovery. I’m honored to have my name connected to this community, but I believe this recognition belongs to the partners who made it possible, and most importantly, to the families building new futures here.”
McDaniel Apartments is the second phase of Andy’s Place, Michigan’s first Permanent Recovery Supportive Housing development. Developed by Milner & Caringella and Community Action Agency, the 26 apartment homes serve families recovering from opioid and substance use disorders, including expectant mothers and families with children, pairing stable housing with access to recovery services so parents can maintain recovery while their children have a safe, consistent place to live.
The Housing Credit is the nation’s primary tool to create and preserve affordable rental housing. In the 40 years since its inception in 1986, the Housing Credit has financed more than 4 million affordable homes for 9.6 million low-income households, including formerly homeless individuals and families, people with disabilities, veterans of the armed forces, and senior citizens.
The project was made possible through a collaboration of local, state and private-sector partners, including Cinnaire, Huntington Bank, Comerica, Fifth Third Bank, and the Michigan State Housing Development Authority (MSHDA), along with community-based partners and opioid settlement funds through the State of Michigan Opioid Healing and Recovery Fund.
The 2026 Recognition of Housing Tax Credit Excellence awards were presented at a ceremony in Washington, D.C., attended by members of Congress and affordable housing industry leaders. Recipients were selected by a panel of experts across 10 categories.
