Grand Opening of Lakeshore Manor in East Chicago

We recently marked a major milestone in Cinnaire’s commitment to expanding access to quality affordable housing with the grand opening of Lakeshore Manor in East Chicago, Indiana. With a $22 million Low-Income Housing Tax Credit Investment (LIHTC), this development represents our largest investment in Indiana to date – a testament to our dedication to building stronger, more vibrant communities.

Developed by DTM Real Estate Services, Lakeshore Manor offers 206 units of affordable senior housing designed to support residents with comfort, dignity, and connection. The total development cost was $50 million, reflecting the scale and ambition behind this effort to bring high-quality, stable housing to East Chicago’s seniors. Located just blocks from the Lake Michigan shoreline in the heart of North Harbor, the development is part of a broader transformation in this walkable, reimagined neighborhood.

The opening of Lakeshore Manor carries special meaning for the East Chicago community. Residents of the former Nicosia Senior Apartments were displaced after the building was found to have structural concerns that required evacuation and ultimately, demolition. Recognizing the need for a safe, high-quality replacement, project partners came together with a shared purpose to create something better. Lakeshore Manor stands as the result of that collaboration – a thoughtfully designed community that prioritizes comfort, safety, and connection. Former Nicosia residents were given priority placement, helping ensure familiarity and a renewed sense of home.

“Lakeshore Manor is one of the most impactful developments I’ve had the opportunity to be involved with,” said Keith Broadnax, Cinnaire Senior Vice President, Business Development. “It reflects what’s possible when strong partnerships are aligned around a shared purpose – responding to urgent needs with compassion and a commitment to quality. Creating a place where seniors can live with stability, dignity, and connection has been an experience I’ll carry with me throughout my career.”

“The completion of Lakeshore Manor marks a significant milestone in DTM’s commitment to expanding access to quality, affordable housing. To every partner, every team member and every advocate who helped make this possible: thank you,” said Diana Burdix, DTM Real Estate. “The culmination of everyone’s trust, patience, and belief in this vision and mission made the completion of this project possible. This 206-unit development in Lake County has already begun to make a meaningful difference, and we’re proud to know it will continue serving the community for generations to come.”

The grand opening brought together residents, partners, and local leaders to celebrate all that this community has accomplished together.

“Lakeshore Manor will provide a quality affordable place to live for 206 senior households,” said Anne Mannix, Housing Matters LLC President. “This development will have a transformative impact on those who live there, the neighborhood, and the entire city of East Chicago. The project happened because of hard work by the developers, Ezra and Diana Burdix of DTM Real Estate and the support of Mayor Anthony Copeland and the City of East Chicago. Let’s take a moment to celebrate the project and then move forward to manage the project well so it is preserved for future generations.”

DTM Real Estate, Indiana Housing and Community Development Authority (IHCDA), Merchants Capital, East Chicago Housing Authority, and Housing Matters played key roles in turning this vision into reality – each bringing deep expertise, collaboration, and heart to this work. Together, we’ve created something meaningful that will serve East Chicago seniors for generations to come.
